I hereby open the bidding for the preliminary contract for the structuring of the armed forces.
We will award the contract based on cost, effectiveness and strategy.
I leave it open for businesses to make their case and lobby in this thread.

The strategy would be secret of course I would think of it as a private organisation in service of the gouvernment. Perhaps we can privatize the whole army?

You can't privatise the army sadly. What you can do is contract out things though like Blackwater does. You could become like some sort of Mass Effect Illusive Man too if you got enough information and a secret army.

You can't really because the army needs to be fully loyal to the state. A state without an army doesn't have something to defend itself in times of crisis. If you simply hire contractors then you leave yourself open if they renege on their contract. Feel free to propose it as a law if you like.
